That title is a opening theme for famous anime, Keroro Gunsou a.k.a Sergeant Keroro. It's been playing on Animax. It's addictive~! I keep on singing that song the whole day. I don't watch anime that often but this anime make me glued to the tv. Funny, spontaneous, full of nonsense and cuteness. ^_^
A band named Group Tamashi sung the song and the video below is their official music video.
